Kitchen Extract Compliance in Hawkes Bay
Which council you answer to, how to check your IQP is registered with them, and what trips local operators up.
The building warrant of fitness rules are national. How you experience them is local, because the body that issues your compliance schedule, holds the IQP register and receives your Form 12 every year is your territorial authority.
In the Hawkes Bay that means more than one council, and knowing which one is yours is the starting point for everything else.
Which Council Is Yours
The Hawkes Bay is covered by several territorial authorities, and the boundary that matters for building compliance is the district or city boundary, not the regional one.
- Napier City Council for premises inside Napier city.
- Hastings District Council for Hastings, Havelock North and the surrounding district.
- Central Hawkes Bay District Council for Waipukurau, Waipawa and the south.
- Wairoa District Council for the north.
Hawkes Bay Regional Council does not handle building warrants of fitness. It comes up often enough to be worth stating, because people reasonably assume the regional council handles regional matters.
If you are on the Napier and Hastings fringe, or you have moved premises, confirm which one holds your compliance schedule before you assume. Everything downstream depends on it.
Why It Matters Which One
Three practical consequences.
Your compliance schedule comes from that council, and it is the document that actually binds you. Not a national standard, not what your last building required. If you do not have a copy, ask them for one.
Your IQP must be registered with that council for the system class in question. IQP registration is granted council by council. Someone registered in Napier is not automatically registered in Hastings. If you run sites in both, check the person signing is registered for each.

Checking Your IQP Is Actually Registered
Councils maintain public IQP registers. This is the single most useful thing a building owner can do and almost nobody does it.
- Go to your council's website and find the IQP register or “find an IQP” page. Search the council name plus “IQP register” if it is not obvious in the navigation.
- Search for the person or company who signs your certificates.
- Check they are listed for the system class you need. For kitchen extract and HVAC that is SS9, mechanical ventilation or air conditioning systems.
- Check the registration is current. IQP registration is renewed periodically, commonly on a three year cycle, so an entry can lapse.
It takes five minutes and it protects you from the worst version of this, which is discovering at audit that certificates you have been filing for years were issued by someone not registered for that class with that council.
What Catches Local Operators Out
These are the patterns we see across Napier and Hastings kitchens specifically.
Seasonality that nobody adjusts for
Hawkes Bay hospitality has a genuine season. A restaurant that ticks over through winter can be running at double volume through summer and the harvest and events season. Cellar door kitchens, function venues and anything near the wineries feel this most.
The problem is that a cleaning frequency set on annual averages does not match a system that does most of its work in four months. If your busy season is doing the majority of the grease loading, schedule the clean around it rather than on a neat calendar interval.
Kitchens that changed use without the schedule changing
A lot of Hawkes Bay premises have turned over: a cafe becomes a bistro, a function room adds a full kitchen, a winery adds food service. The extract system stays the same and so does the compliance schedule, but the cooking behind it is now much heavier.
A compliance schedule can be amended. Doing that is much better than quietly falling short of one written for a different business.
Multi site operators with mixed councils
Run one site in Napier and one in Hastings and you have two councils, two compliance schedules, and two BWOF anniversary dates. Treating it as one obligation is how a site gets missed.
Rooftop plant and coastal exposure
Napier in particular has plenty of rooftop extract plant in a salt air environment. Corrosion on fan housings, brackets and duct penetrations is a real maintenance item here in a way it is not inland. Worth asking your contractor to report on the condition of the plant, not just its cleanliness.
Building a Rhythm Around Your Anniversary
Your BWOF has a fixed anniversary date. Work backwards from it.
- Note the anniversary and put it in the calendar with a reminder two months out.
- Book the extract clean early enough that anything found can be fixed before the inspection.
- Book the SS9 inspection after the clean, with a buffer before the anniversary.
- Keep the in house filter log running all year, because that is part of the evidence.
- File the certificate with the reports behind it, and keep them at least two years.
The buffer is the part people skip. If an inspection finds a missing access panel in the week your BWOF is due, you have a problem. Find it two months out and it is a small job.
